Abstract
Humanity is facing terrorism all over the world. The terrorists attack people without discrimination of colour and creed. The attackers are destroying human beings with the passion to enter the Paradise. The Western society is blaming Islam with malefied intention and calling it a religion of terrorism. Actually, Islam is a religion of peace and harmony. In an Islamic state, the Muslims and non-Muslims have equal rights. The protection of life, property and honour of all citizens is a responsibility of the state. In this article, the rights and duties of government and citizens of an Islamic state have been discussed to establish harmony among all religions in the light of Holy Qur'an and Sunnah.
