Abstract

In a welfare state, minorities are citizens of the state as the majority.
This article shows that minorities will have all rights to religious,
economic freedom and social rights. Their holy persons and places will
be protected. It is the duty of the welfare nation to protect the minorities’
not only during internal but external attacks. In matters of personal life,
according to their religion, they will have full authority to live. And they
will not be forced to convert to religion by any means of coercion. But the
minorities, who are entitled to all these rights, will remain as long as they
continue to perform their duties like loyalty to the state, obedience to the
law and holiness of the sacred because the execution of duties is
considered the enemy of the state, so it is fair to say that duties are
principles that can lead to claims of rights and rights are important as long
as the duties are guaranteed.
