THE ROLE OF SECURITY INSTITUTIONS IN INTERNAL PEACE AND STABILITY OF STATE IN THE LIGHT OF QURĀNIC THOUGHT
Abstract
The paper discusses the crucial role of security institutions in establishing internal peace and security of a state in the light of teachings of Qurān. It is imperative to explore and ascertain whether there is any guidance in the Holy Qurān about the constitutional powers and operational responsibilities of these institutions. The first and foremost duty of a state is to protect life, honour, property and liberty of its citizens. The Holy Qurān attaches utmost importance to peace and internal security. It confers basic guiding principles for the state and all its institutions as well as individuals to maintain peace and tranquility in the society. The security institutions are entrusted with the most crucial duty of combating crime, bringing criminals and miscreants to book and ensuring security and stability, thereby fulfilling the fundamental state obligation. Based upon the Qurānic concepts of peace and internal security, we find perfect guidance in the Holy Qurān for security institutions to conduct, discipline and regulate their obligatory duties in accordance with its glorious teachings. In modern day state, particularly in the context of wide ranging and multifaceted threats posed by organized crime, terrorism, subversion and fifth generation warfare, the Qurānic guidance for front line security institutions is in fact the only way to strike fine balance between effective enforcement of law and equitable safeguard of constitutional rights of citizens. To ensure optimal internal peace, the constitutional and procedural laws must be enacted and implemented in consonance with this glorious guidance of Holy Qurān.
